I believe that the comparison was political-economic systems and high
level analysis.  And, yeah, his example was about Germany and the Berlin
wall.

I do recommend watching the video.  I was absolutely amazed at the lengths
that the Soviet Union and East Germany went to attempting to keep their
people nourished and housed, but failed over time.  But, that was part of
the overall argument.
