business cycles

Is it ever possible to control the business cycle (i.e., depressions,
recessions, downturns)?  (The "business cycle" representing the phenomenon
of bubbles that the example of "teaching a man to fish" can create.)

Or, alternatively, is it possible to reduce the suffering associated with
business cycles?  Or, must humans always experience suffering?

(How's that for a light subject?)
