I like the way this is phrased "Do the voters want to allow the spoiled
children of billionaires to become billionaires themselves because they
lucked into the right parents?"

Better would be to say "Do we want to tolerate an aristocracy in the
United States where children of the rich stay rich and are not able to
make their own living?"
